You don't have permission to access the requested directory or file.
Some users intentionally mark files as not readable to make them not public: this does not indicate anything is wrong with the server, which is behaving correctly.
If the URL looks like http://www.cs.unm.edu/~username, try emailing username@cs.unm.edu. to ask them about it.
